Davison, I would say that you should not be worried about the booking of Online Passes to get entrance towards Niagara Parks. If you are traveling through GoldenBusTours then the tour guide will arrange passes for you at the spot and you just have to pay exclusion prices for that. I have experienced this thing personally and saying you to not be worried.
